2018 quote for newly admitted employees is published

Published in the Official Gazette of Romania, Part I, No. 1040 of 29.12.2017.

The Government Decision no. 946/2017 sets out a total number of 7.000 employment endorsements that might be issued in 2018 to foreign citizens belonging to other states than the European Union Member States or the European Economic Area or the Swiss Confederation, or to foreign citizens whose free access to the labor market is established through treaties and agreements concluded by Romania with other states. The foreigners want to work for a Romanian employer, or to perform in Romania, pursuant to the decision of secondment of a foreign entity employer.

The categories and the number of employment permits that can be granted to foreigners in 2018 are:

  • permanent workers – 4.000;
  • seconded workers – 1.200;
  • ICT workers – 700;
  • highly skilled workers – 500;
  • seasonal workers – 400;
  • trainees – 100;
  • cross-border workers – 100.

According to Government Ordinance no. 25/2014 regarding employment and secondment of foreigners in Romania and for amending and supplementing certain acts for foreigners’ regime in Romania, at the proposal of the Ministry of Labor, Family, Social Protection and Elderly Persons, in accordance with the labor migration policy and given the employment situation in Romania, this Government Decision approves the quota for each type of foreign workers newly admitted to the labor market.

The legislative document approved by the Government provides a supplement to the contingent of newly admitted workers in 2018 compared to 2017 in order to prevent situations in which foreigners work in Romania without legal forms, but also following the request made by the General Inspectorate for Immigration, which registered a significant increase in work permits demand during 2017.
