Approval of the 2019 quota for newly admitted foreign employees to the labour market

The Government Decision no. 34/2019 sets out a total number of 20.000 work permits that might be issued in 2019 to foreign citizens belonging to other states than the European Union Member States or the European Economic Area or the Swiss Confederation, or to foreign citizens whose free access to the labor market is established through treaties and agreements concluded by Romania with other states, to foreigners that want to work for a Romanian employer, or to perform work activities in Romania, pursuant to the decision of secondment of a foreign employer.

According to Government Ordinance no. 25/2014 regarding employment and secondment of foreigners in Romania and for amending and supplementing certain acts for foreigners’ regime in Romania, at the proposal of the Ministry of Labor, Family, Social Protection and Elderly Persons, in accordance with the labor migration policy and given the labour work force situation in Romania, this Government Decision approves the general quota for all types of foreign workers newly admitted to the labor market.

The legislative document approved by the Government provides a supplement to the quota of newly admitted workers in 2019 compared to 2018, considering the potential for Romania’s economic development, the necessity to ensure the required labor force in some sectors of activity or occupations, which cannot be covered by the Romanian workers, but also to prevent situations in which foreigners work in Romania without legal forms.

There is a significant increase of the quota amounting 5000 more permanent workers admitted to the Romanian labor market for 2019 compared with 2018, considering that in August 2018 the Government supplemented the quota with 8000 newly admitted permanent workers on the Romanian labor market as a result of the exhaustion of the quota of 7000 permanent workers, initially approved for 2018.
